1. Acceptance of Terms

By accessing or using the Global Fraud Intelligence Network (GFIN) platform at gfin-system.com, you agree to these Terms of Use. If you do not agree, please do not use the platform.

2. Platform Description

GFIN is an international law enforcement platform that enables citizens to report fraud and scams, and provides law enforcement agencies with intelligence tools for investigation and prevention. GFIN connects 189 countries through automated case routing to national cybercrime authorities, Interpol, and Europol.

3. User Types

• Victims/Citizens: May register, file complaints, upload evidence, and track complaint status
• Police/Law Enforcement: Authorized personnel with authenticated access to investigation tools and case data
• General Public: May search the scam database and access awareness materials without registration

4. Complaint Guidelines

• All complaints must be truthful and filed in good faith
• Deliberately filing false complaints is a criminal offense in most jurisdictions
• Provide accurate and complete information to the best of your knowledge
• Evidence files must be authentic and unaltered
• Complaints are treated as allegations until corroborated by investigation

5. Prohibited Activities

• Filing false or malicious complaints
• Uploading malware, viruses, or malicious files
• Attempting to access police dashboards without authorization
• Scraping or automated data extraction from the platform
• Attempting to disrupt or compromise platform security
• Using the platform for any illegal purpose

6. Data Responsibility

You are responsible for the accuracy of information you provide. GFIN is not liable for consequences of inaccurate or misleading complaint data. All submitted evidence is treated as untrusted data until verified through our investigation pipeline.

7. Service Availability

GFIN strives for 24/7 availability but does not guarantee uninterrupted service. The platform may be temporarily unavailable for maintenance, updates, or security reasons. Critical services are monitored continuously.

8. Intellectual Property

The GFIN platform, including its design, scam detection engine, and investigation tools, is proprietary. Scam awareness content and public educational materials may be shared with attribution.

9. Limitation of Liability

GFIN is a law enforcement support tool, not a law enforcement agency. Filing a complaint does not guarantee investigation, prosecution, or recovery of lost funds. GFIN facilitates intelligence sharing but cannot guarantee outcomes of any criminal investigation.

10. Telegram Bot Usage

The @GFINofficialbot Telegram bot provides anonymized scam alerts and educational broadcasts. Bot users' phone numbers and personal data are never shared or displayed. Bot commands (/check, /list, /stats) are provided for public safety purposes.

11. Law Enforcement Access

Police dashboard access is restricted to authorized law enforcement personnel. All access is logged, rate-limited, and monitored. Unauthorized access attempts are logged and may be reported to authorities. First-time registration requires administrator approval.

12. Changes to Terms

GFIN may update these Terms at any time. Continued use after changes constitutes acceptance of the updated Terms. Material changes will be announced via the platform and Telegram bot.

13. Governing Law

GFIN operates under applicable EU data protection law and international law enforcement cooperation frameworks. Disputes are resolved through appropriate legal channels in the operating jurisdiction.
